Theses are devoted to the problem of the efficiency increasing of a passenger local transport service system. New functioning appropriateness of a local transport system rout network in the process of its development determined by settling of habitants round the centre of attraction are presented at the work. The mathematical model of a local transport system rout network functioning is formulated. It allows conducting the search of its rational variant on the basis of rout network sections' traffic capacity. A series of indexes is offered to establish the level of a local transport rout network functioning efficiency. They allow estimating a social and economic effect of its development due to the rational distribution of transport vehicles between the routes.
