Tochionov I. Forecasting and State Regulation of the use of Labor Resources at Regional Level

The subject of the research is the process of economics government control at the regional level. The aim of the research is to prove theoretical and methodical basis and develop practical instructions for improving forecasting and labour resource government control in the frame of social economical region development. The research methods are: logical, dialectical, statistic, method of technical and economic analysis, system approach method. The research findings are essential for developing methods of decision making in and labour resource control in the frame of social economical region development. The given methods can be applied in the region with: large power closed cycles; high level of independence in the decision making process; unique natural resource self-potential. The scientific innovation of the research findings is in developing methodological approach to the stages of renovation strategy and labour resource control region development on the basis of the programming documents labour resource government control and forecasting. There have been improved the methods of: application of renovation strategy labour resource control in the frame of social and economical region development; continuous labour resource monitoring in the region; renovation of the regional labour resource training and control; systematization of factors effecting labour resource control under crisis and in the process of developing the directions of improving labour resource formation system in the regional economics.
