Essay

The dissertation research is devoted to the complex studying the concept of low stability. The attempt of find the unified nature of the category "stability" in Natural Sciences and the Humanities has been made as well as to define the notion of a law in the theory of law. The author's definition of the notion "law stability" has been given in the paper. The characteristics of the main factors that influence the law stability are given and, in particular, the direct dependence on to observe (not to observe) the rules of the lawmaking techniques while drafting a bill affecting the stability of future law. The impact of the level of law culture of the Peoples' Deputes on law stability has been analyzed also. The phenomenon of parliamentary lobbyism as the main nonlaw factor of provision of law stability has been considered. The relation between the phenomenon of noncivilized lobbyism in the parliament and low law stability that reveals itself as the results of such lobbyism has been distinguished.
