Object of research: the process of the government regulation innovative and investment reproduction in sphere material production. Purpose of the research: the theoretical motivation mobilization mechanism of the government regulation financial flow in innovative and investment reproduction. Methods: the hypothesises, analysis and syntheses, inductions and deductions, unity history and logical, formalization. Results: motivated using mobilization mechanism of the government regulation of financial flow as providing permit contradiction in process public innovative and investment reproduction. Novelty: certain essence, target function, elements, mission and sphere of the using mobilization mechanism of the government regulation financial flow in process innovative and investment reproduction. Scientific results are introduced by the Main Department of economy of the Kharkiv regional state administration during development project of economic and social development of Kharkiv region to 2012. Areas of use: public administration, regional administration, scientific research, training and retraining of civil servants.
