The object is processes of efficiency measurements and competitiveness of educational services of higher educational institutions; the purpose - improvement of normative base high school by development and introductions of methods efficiency measurements and competitiveness of educational services; methods - standardizations, qualimetry, cluster analysis, mathematical statistics, benchmark; novelty - is advanced classification of forms of efficiency of educational services; for the first time the measurement method of social and psychological efficiency of educational services by means of expert methods, cluster analysis is developed; for the first time the integrated criterion of economic efficiency; the measurement method of competitiveness of educational services by use benchmarking researches is advanced; Results - are developed projects of standards "Educational services. Competitiveness evaluation method", "Educational services. Competitiveness evaluation method "; it is introduced - at the Sevastopol national university of a nuclear energy and industry, the state enterprises "National nuclear energetic company " Energoatom " and " East mountain-concentrating combine "; area – efficiency measurements and competitiveness of educational services.
