Paranytsya S. Administrative and Legal Basis of Weapon and Rubber Baton Round Devices Circulation

The main problems of theoretical and legal regulations of public relations on citizens empowerment on using weapon and rubber baton round devices in terms of administrative reform and administrative law reform in Ukraine are researched in the thesis. Legal documents regarding using of weapon and rubber baton round devices which do not result in death, but neutralize a law-breaker in order to reduce third persons injury are analyzed. The thesis deals with notions, nature and legal principles of weapon and rubber baton round devices circulation in Ukraine which occurs during purchasing, storage, carrying, listing, authorizing, selling and using them by citizens to self-protection. The dissertator proves that in most countries weapon circulation is regulated by laws which provides creating legal basis and maintaining control. Based on the research, some important conclusions were suggested in consideration of modern tendencies in legal science in the field of weapon and rubber baton round devices circulation. The conclusions have theoretical value for further development of current doctrine of administrative law as well as practical value because of the possibility to be used in practical activity aiming at improvement of national administrative-legal legislative regarding weapon and rubber baton round devices circulation.
