Dissertation research foresees a determination of administrative and legal status of city and district body of Internal Affairs. It is defined an administrative and legal status of city and district body, which considers an order of realization of citizen and legal entities their status in administrative field; legal position of the citizen and other like that. It is determined the concept of administrative and legal status of the chief as a complex of his rights and duties in administrative and legal relations during the co-operation between the other subjects of Administrative Law; by state and local self-government authorities, state and no state organizations, enterprises, establishments, public associations, officials of all the authorizes and organizations. Organizationally regular construction of structure of the city and district bodies of Internal Affairs and their functions are analyzed.
