Essay

The thesis focuses on theoretical and applied issues in the administrative reform, its role and significance in Ukraine. The author examines legal nature of this reform, its basic elements and directions. The author formulates the conceptual approaches to basic preconditions for the reform and its progress, specifies key defects in implementing this reform and proposes legal methods to cure such defects. The author makes recommendations for development of organizational and legal fundamentals for the administrative reform, its elements and significance within the framework of the administrative reform events. The author also outlines proposals for improvement of legal basis for this reform. The author formulates the conceptual approach to the contents of an act on central bodies of executive power, sets out his proposals for amending the Act of Ukraine on the Cabinet of Ministers of Ukraine, as well as lays some proposals for codification of administrative legislation by gradual adoption of the Administrative Code of Ukraine, other legislative acts on the administrative reform.
