The problem of transforming protest socio-political movement into mass new-type anti-system political party is analysed National-Socialist German Worker's Party (NSDAP) and National Fascist Party of Italy (PNF) in 1919 - 1925 and 1919 - 1922 period. Original research model has been constructed, based on structural conflictology and qualitative institualization indicators. Essential parameters of ideological foundations and social composition of nat6ional-soclialist and fascist movements have been determined, as well as their transformation and influence on anti-system party-movements constitution.
