The dissertation is devoted to a problem of reduction of terms of realization of the investment projects in specific conditions of Palestine. On results of research the basic scientific result - substantiation of the organizational and technological decisions on optimization of manufacture in building area PNA is received, on the basis of which the complex of models and techniques was developed: Criterion function with two criteria of optimization of building manufacture, model of formalization of organizational and technological influence of elements of a complex(difficult) control system of construction, algorithm of realization of the building project, general(common) algorithm of planning and control of realization of the building project.
