Tomashkova K. Mechanism of state control of economic security of individual

A research object is a process of governance of personal economic security under conditions of economic transformation. A research purpose is theoretical substantiation of methodical approaches, intended for ensuring economic security of an individual, society and state, through development of mechanism for personal economic security governance based on the use of legal, economic, administrative and managerial measures of influence by all institutions of state power authority under conditions of transformation of economic processes. The methods of investigation provide for logical generalization applying the philosophy of unity, economic and statistical, simulation, system- and mental-activity approach. The practical importance of obtained results implies application of the thesis results when making substantiation or managerial decisions in the process of development and implementation of social and economic policy at different levels of governance. The scientific novelty of obtained results consists in the fact that for the first time the mechanism of personal economic security governance has been developed. It is based on functioning of interrelated elements of economic, legal, organizational-and-administrative, managerial order functioning on the basis of system-and-mental-activity approach. The practical importance of obtained results implies application of the thesis results when making substantiation or managerial decisions in the process of development and implementation of social and economic policy at different levels of governance. The system of base indicators of personal economic security is upgraded; the system of legal support of personal economic security – through systematization of standard and legal acts ensuring execution of legislative regulations in the sphere of economic security. The notion of personal structural and functional model is further developed, it is based on four aspects of personal maturing: psychological, culturological, social engineering and economic. Methods and forms of government participation in social and economic development based on system-and-structural approach and fundamentals of system-and-mental-activity approach; the main point and meaning of the notion of personal economic security as the category of governance in market economy, based on the notion of human-being both as a subject and object of economic security system with emphasis on personal responsibility.
