Essay

Thesis is devoted to research in sphere of procedural and institutional order, means and methods of realization of technical and material support of organ of internal affairs of Ukraine considering special nature of their activity. Substantial characteristics of such notions as „material and technical support”, „financial provision”, „ resources’ provision” for organs internal affairs of Ukraine . Essence of process of financial and material support activity of organs of internal affairs of Ukraine as a subject of administrative law is study out, regulatory moderation of financial and economic activity of organs of internal affairs of Ukraine. The process of financial, material and technical provision realization for organs of internal affairs in the aspect of history and law, and mechanism of positive historical experience adaptation. Legal status of organs of internal affairs of Ukraine as subjects of financial legal relations is determined; the order of planning and of funds, and also organizational base of departmental financial control realization in system of organs of internal affairs of Ukraine. Analysis of organization and planning of the system of material and technical support methodology in organs of internal affairs of Ukraine is completed on the base of principles of logistics application. Positive experience of constabulary departments of foreign countries operating is learned, concept of mechanism of regulation of internal affairs of Ukraine, that allows to plan the ways to improve their material and technical support.
