Tymoshchuk V. Administrative acts passing procedure: issue of legal regulation

The thesis is dedicated to the research of the administrative acts passing procedure as a basic form of public administration. In the paper the administrative act notion, its characteristics and forms are revealed, the administrative acts passing role within administrative law structure and correspondingly categories of "administrative process" and "administrative procedure" are illustrated, the administrative acts passing procedure content, namely its elements are determined. In the thesis the current status evaluation of the administrative acts passing procedure legal regulation correspondence to the administrative procedure of the European standards was made, the administrative acts passing procedure list of principles was systematized. The author conducted research of subjective content and participants status of the administrative acts passing procedure (namely "addresses" and "interested persons") as well as their separation from the persons, which contribute the case consideration was made. The considerable attention in the paper was paid to the propositions working-out as for legal regulation improvement of the appeal administrative procedure.
