Dissertation work is devoted the questions of perfection of conceptual bases of the balanced development of resort territory taking into account character of nature management, specialization of economic activity and level of social-and-ecological problems of region. Essence of concepts «The balanced development of region», «resort territory» and «balanced development of resort territory». Approach is first offered to providing of the balanced development of resort territory. Got further development approach to the estimation of factors, influencing on the balanced development of resort territory, allowing to define the degree of influence nature-climatic, technogenо-ecological, socio-economic factors and factor of specialization on functioning of the ecological system and socio-economic subsystem of resort territory. The method of estimation of level of the balanced development of resort territory the results of which allowed to define the sharpness of social-ecological-economic problems of resort territory taking into account character of nature management and potential for effective organization of recreational activity is approved
