The dissertation is a comprehensive conceptual research of legal organizational grounds of public registration of material rights of immovable property and their restrictions, legal nature and the place this process occupies among other types of administrative execution. Based on the analysis of applicable law in Ukraine, international acts and legislation of foreign countries the nature and the objective of public registration of material rights of immovable property, including material right of land plot as an object of taxation, property right and right of enjoyment have been studied. Legal, institutional and management aspects of establishing the institute of rights registration as a type of nonjurisdictional execution have been studied in complex analysis. Accurate suggestions of cardinal changes in the nature, forms and methods of administrative management of land plots and immovable property, its compliance with the Constitution of Ukraine have been developed. Outstanding issues that concern the activity of departmental bodies of public registration of material rights of immovable property and their restrictions
