Konotoptseva Y. Public-administrative elite as factor of creation of the state in Ukraine

Object of research: state-administrative elite as public phenomenon. The purpose: determination of essence lines and progress of modern trends state-administrative elites of Ukraine. Methods: approach of the systems, deductions, historical approach, complex analysis, design. Results: ground of theoretical principles and working of practical measures on determination of terms of forming and functioning state- administrative elites as a subject of creation of the state in modern ukrainian society. Novelty: the criteria of estimation of effectiveness of activity state-administrative elites in Ukraine are offered; the processes of circulation state- administrative elites are classified with determination of the separate stages. It is introduced in activity of KRI NADU attached to the Office of the President of Ukraine and Poltava regional soviet. Areas of use: public administration, training and retraining of civil servants and local government officials.
