Thesis is devoted to the theoretical and practical problems of the phenomenon of the law-enforcement programs in Ukraine and to the organizational and legal providing their developing and realization. The specification of the law-enforcement activities and law-enforcement bodies is examined, their determination as the object of the program management is given. The aspects of reforming of the law-enforcement system are analyzed, this process is adopted as the target of the program managing activities.
