Forming of a new international relations system creates prerequisites for US foreign policy mechanism transformation as functionally as subjectly. New international relations reality causes transformation of foreign policy instruments, specifically soft power use where NGOs play main role. On account of complex investigation of non-governmental organizations activities as an element of US foreign policy mechanism has improved an idea of think tanks as subject of modern foreign policy mechanism. Also american non-governmental organizations are represented as one of the most effective bearer of "soft power" in the realization of US foreign policy strategy. US NGOs evolution from nonpolitical to political institution is grounded, and model of integration of american non-governmental organizations in the US foreign policy mechanism is described.
