Krayushkin V. State mechanism of strategic targeting stimulation of regions

A research object is a process of strategic targeting of regions. A research purpose is development of state mechanism of stimulation of strategic targeting of regions. Research methods - analysis; geosystem; expert estimation; strategic management; state stimulation; distributing of plenary powers and responsibility. The got results, touching recommendations on stimulation of strategic targeting of the Lugansk region, and also method of the geostrategical positioning of region, have a practical value. The scientific novelty of the got results consists in that at first the state mechanism of stimulation of strategic targeting of regions is developed, directed on the maximal use of geopotential of regions in the process of their strategic development and saving of integrity of country; methodical positions, including the estimation of region geopotential and algorithm of his geostrategical positioning, are developed. Approach to the choice of methods of state stimulation of regional development on the basis of dependence of the used methods on the level of regional development, stage of process of functioning of region, base descriptions of region geopotential; directions of strategic development of the Lugansk region, including the use of natural resources, use of potential of state boundary of Ukraine, are improved. Concept "mission" systems as method of its co-operating with an external environment, the types of missions are formulated depending on philosophy of relation of the system to the external environment and method of co-operating with her; positions of geostrategy of Ukraine, based on the maximal use of country geopotential; method of distributing of plenary powers and responsibility in the process of strategic targeting of regions in Ukraine, directed on achieving the followings aims: at state level is providing of integrity and steady development of country; at regional level is providing of steady development of region and protecting from the negative influencing of external environment - got further development.
