A research object is processes of life quality management of territorial community of city in modern terms. A research purpose is a theoretical ground and development of practical recommendations on the improvement of activity of organs of local self-government in the aspect of perfection of life quality of territorial community of city by development of his social sphere. Research methods are polycriterial approach, system-structural, functional and comparative analysis, mathematical statistics. The practical value of the got results consists in that they present a methodical base for determination of directions of upgrading life of population of city by development of social sphere. The scientific novelty of the got results consists in that for the fist time the necessity of including of problem of upgrading life of population of city for the primary strategic purpose of socio-economic development of territories is proved, it is offered and realized methodical approach to the improvement of activity of organ of local self-government in the aspect of perfection of life quality of territorial community of city by development of his social sphere. Concept "life quality of population" including for it of estimation of degree of accordance present social, economic, ecological, domestic and other terms to the certain norms from point of concrete man view; system of indexes of estimation (indicators) of life quality of urban population, providing the comprehensiveness of estimation of the explored socio-economic phenomenon and analytical possibilities of research of reasons of his change, improved. Presentations of city as systems of providing of vital functions and development of man; suggestion on prognostication of development of social sphere of city on the base of normative method; scientific and methodical providing of monitoring of life quality of urban population in the system of local self-government for an analysis and control, which presents the complex system looking after high-quality changes in a state of city and includes collection, analysis and interpretation of information, necessary for development of administrative decisions; methodical positions on development of sections of the programs of socio-economic development of city, touching life quality of territorial community, got further development.
