Makarenko O. Constitutional and Legal Mechanism of Foreign Relations in Ukraine

The thesis is devoted complex scientific-theoretical research of formation, functioning and development of constitutional and legal mechanism of the realisation of external relations of Ukraine. It is proved that the components of such mechanism is organizational and legal (institutional) (system of interdependent and integrated functional public bodies and officials) and normative and legal (legal acts, which are regulate the incidence of the foreign relations). It is proved that this mechanism is the main instrument for implementing the external functions of the state, as well as forming and implementing foreign policy. The problems of interaction between public authorities, which are functionally part of the mechanism, are elucidated. The concrete proposals for improving the existing legislation are worked out, ascertained necessity of an adoption a law on the basics of foreign relations and the project of the concept is proposed.
