Essay

The objects are political coalitions. The aim is to discover the peculiarities of formation, functioning and development of political coalitions in conditions of pluralistic democracy. The methods are institutional and systems analysis, system - structure analysis with the elements of dynamic modeling, dichotomization and ideal-standard approach, descriptive analysis, normative-prognostic methods. It is suggested that coalition process should be considered as joint activity of subjects of political relations connected with the creation, functioning and changes of political coalitions. The stages of a coalition process are established as follows: creation, functioning, development, disintegration. The work proves that that the stages of creation, functioning, development and disintegration of pre-lection and post-election political coalition form a cycle of coalition process. It is determined that the cycles of creation, functioning, development and disintegration of pre-election and post-election political coalitions form a specific megacycle of coalition process. It is determined that institutional design provides encouraging and deterrent stimuli for coalition cooperation. The block and coalition forms of coalition process are identified. The basic factors of coalition conduct - the potential of coalition participants and their ideological closeness are set. The analysis of the coalition process in Ukraine is made. Application sphere are the formation of policy and tactics of coalition behavior and training courses.
