Essay

The subject of research is the process of providing the territory development. The aim of research is development and substantiation of theoretical and methodological statements, as well as working out practical recommendations for improvement of local government strategy aimed at efficient usage of territory potential by means of logistization. Methods of research are logic, dialectics and system analysis. The practical importance of the obtained results is determined by the significance of implementation of the propositions provided by the local government authorities in the process of territory management. Those connected with the development of the main complex strategy articles of providing the territory development, which realization is aimed at efficient territory potential usage. The scientific novelty of the obtained results lies in the fact that the complex strategy of territory development, consisting in integration of different management processes, based on investment-policy and marketing-logistics concepts, has been proposed for the first time. There have been improved: the terminology of local government by extension of definition of the term "complex territory development"; the methodological statements for working out strategic plans of territory development based on situation analysis; the approach to the management of a particular municipality, which considers it as a municipal logistical system. There have been subsequently developed: the approach to the territory potential optimization by means of algorithmization of territory benchmarking process; the concept of the logistical territory management by means of implementation of "city logistics" category and providing it with a status of an efficient instrument able to solve the problems of infrastructural provision of territory development.
