A research object is processes of state administration steady development of regions of seashores. A research purpose is a theoretical and scientifically-methodical ground of principles of forming of strategy of state administration the processes of nature management of regions of seashores on the basis of principles of steady development of territories and perfection of mechanisms of the regional and state having a special purpose programming of resource-saving and rational nature management. Research methods - generalization, critical analysis, induction and deduction, statistical analysis, comparison, management by objectives, logic analysis and synthesis, mathematical design, valued-oriented management, complex and approaches of the systems. The practical value of the got results consists in possibility of their use in activity of public authorities, regional management and local self-government of all levels at development of strategy of guard of natural environment and nature management, programs of socio-economic development of regions of seashores, government and local having a special purpose programs in the field of nature protection activity, concordance of co-operation of participants of nature management on territory of regions of seashores. The scientific novelty of the got results consists in that for the first time application of principles of social ecology is grounded for determination of aims of socio-economic development of regions with the high level of the anthropogenic loading on natural ecosystem; the concept of taking in ecological capacity of anthropogenic transformed of ecosystem of region is formulated as a border possible anthropogenic loading which does not result in the break of its natural equilibrium reserved ecological cycle. Of principles approaches to forming of state strategy of steady development of regions on principles of social partnership of the state and society, integrated management, ecological responsibility and ecological audit; methodical bases of forming of the regional and state having a special purpose programs of rational nature management of territories of seashores by formulation of mission of organs of management of different groups of organizations are improved. Theoretical and methodical principles of prognostication of development of anthropogenic regenerate social ecosystem on the basis of mathematical design with the use of digraph of ecological and natural and resource cycles; organizationally-methodical bases of the complex strategic planning of steady development of territories on principles of ecosystem approach got further development.
