The dissertation is dedicated to theoretical and practical issues of realization of administrative and legal status of local councils executive bodies and it’s the first comprehensive research in current state of administrative and legal regulation of activity of the executive bodies of local councils. The dissertation analyses administrative and legal basis of the activity of local councils executive bodies, determines the place of local self-government bodies in the system of society and state administration, and analyses notion, system and procedure of creating local councils executive bodies. It researches in detail the process of organizing the activity of local councils bodies, functions and authorities of these bodies, finds out the ways of their fulfillment.
