Khokhych D. Role of the institute of public finances in forming of public welfare

The theoretical and methodological bases of public welfare are considered in the theses; the complex analysis of public finances and role of them in ensuring conditions of forming efficiency model of public welfare in Ukraine is conducted. The methods of dialectic, historical, analogy, quantitative and qualitative comparison, Delphi are used. The theses can serve by a methodological basis for working a national model of public welfare. The developed methods can be used for increase efficiency of functioning of the institute of public finances in forming the public of welfare. Author offered the determination of category "public finances". The historical-economy analysis of the theory of welfare is realized, the type of the model of public welfare of Ukraine is considered, the main difference of structure a budget of Ukraine and countries with the developed market economy. Practical suggestions of author are inculcated in relation to finance branches with ensuring of a human development in Ukraine. The organs of legislative and executive power, educational process, are the sphere of the use of dissertation job performances.
