Gudkov A. Organization and economic development of the Ukrainian railway transportation passenger complex in terms of comprehensive approach.

Object – processes of the organizational and economic development of the Ukrainian railways passenger complex. Objective – elaboration of theoretical and practical bases for the organizational and economic development of the railways passenger complex. Methods – theoretical search, systematic and structural (comparison, classification, systematization), logic and analytic, conceptual comparative analysis, retrospective, scientific abstraction, systematic analysis and results synthesis, statistic processing, regression analysis, correlation simulation. The novelty – theoretical grounds and practical argumentation of the passenger complex organizational and structural development content as means of solving of the main problem - enhancement of the passenger transportation efficiency and competitiveness of the railway system. The results – for the first time on the basis of the statistical regularity there has been a mechanism elaborated in order to develop a passenger transportation system which includes: structural and functional model allowing a dedicated and structurally successive order (reorganization) of the system elements and enabling to precise their functional directivity; monitoring model which allows an all-round tracking of the system content alteration. Solely separate system parts were modified until now. Modified: efficiency indicators system: a larger criteria spectrum, more precise information basis, object related evaluation which allows to evaluate the input of every single structural element. Until now the passenger transportation was evaluated as the end product. Interaction system during the process of the transportation services provision through the development of new conceptual bases for the accounting organization which significantly enlarges the number of possibilities for the dynamic development of the passenger transportation; further developed: transportation means classification: more precise definitions taking consideration of technical, technological, organizational and economic peculiarities of the transportation process. Until now every single type was based on separate criteria; provision of information worked out for different stages of the organizational and economic development of the railway passenger complex, until now the data which was not to be found in the reports was neither tracked nor considered in the passenger transportation efficiency evaluation and management decisions.
