Object - processes of forming and development of mechanism of the rational use and maintainance of water resources at the regional level. A purpose consists in development of theoretical and applied principles of improvement providing of the rational use and maintainance of water resources mechanism. The methods of ekonomiс statistical analysis, synthesis, analogy, induction, deduction were used. Novelty - the first developed innovation approach of the estimation of capital investments efficiency in the regional water saving programs, essence of which consists in the account of water yield dynamics which enables to elect the variant of investing with a maximal ecological effect. Result - methodical and institutional principles of rational water use at regional level are improved. Iculcated - in the state institutions and water users activity.
