Essay

The thesis concerns the development and investigation of quantitative methods of planning and evaluating the results of the metrological activity on the creation and application of state measurement standards. The methodology of determining the feasibility, pay-back time, optimal sequence of creating state primary measurement standards (also taking into account inflation factors) is improved; the methodology is based on the use of "costs-profit" balances for the upper (standard) link of the state metrological system. The model of optimal realization of verification schemes by the minimum costs criterion taking into account the effect of space arrangement of the working measurement standards created additionally is improved. The criteria are grounded and the mathematical model of multicriteria optimization (based on the well-known hierarchy analysis method) is improved for solving the tasks of standardization of evaluation of the efficiency of state measurement standards performance and analysis the results of activities of the scientific centres of Gospotrebstandart that carry out the work on the development of the national measurement standards base.
