Essay

The thesis is the first in Ukrainian science complex research of administrative and legal aspects of the President of Ukraine activity in modern conditions, directed on the development of ways of improvement of the legal adjusting of the Head of the State activity as object and subject of administrative law. Author has conducted complex research of concept and place of institute of presidency in the system of public authorities, certain role of president of Ukraine as object and subject of administrative legal regulation. Main features of status of president and his plenary powers as subject of administrative legal relations in mutual relations with public authorities are researched in this thesis. Forms and methods of state administrative activity of the president of Ukraine are observed in details, the row of conclusions and suggestions are made in relation to the improvement of administrative activity of the Head of the State in modern conditions. For the first time at such a level administrative legal adjusting of activity of co-ordinating, consultative and deliberative bodies and services of the president of Ukraine is analysed, in particular National Security and Defence Council of Ukraine, The Secretariat of the President of Ukraine, State Business Administration, and other auxiliary bodies of the head of the state. Suggestions about the improvement of the legal adjusting of the indicated public bodies, activity of which except National Security and Defence Council and President's representative in the Crimea Autonomic republic is regulated by the normative acts of the head of the state are developed, and which lead to instability of their functioning and conflict in mutual relations with other public bodies of state power.
