VIVCНAR I. Integration measurement of interstate cooperation between Republic of Belarus and Russian Federation.

In the dissertation the integration measurement of interstate cooperation between Republic of Belarus and Russian Federation is studied. The main external and internal factors and also grounds of integration process of the two union states are analyzed.In the work the theoretical principles of integration processes are considered; the main peculiarities characterizing the integration component of postsoviet space have been analyzed, specifically the perspectives of existence of Union of Independent States organization have been researched; the attempt to estimate geopolitical potential of Republic of Belarus in the context of integration with Russian Federation has been made; the transformation of conceptual approaches to external policy of Belarus has been analyzed; the main stages of integration of the two states have been systematized; the principal branches of cooperation between Belarus and Russia have been lighted up; the key problem questions of building the Union State of Russia and Belarus have been considered and the perspectives of formation of political union of the two states have been analyzed.It is argued that the model of building Union State of Russia and Belarus is different essentially from many other regional integration unions, specifically European Union. It is proved that for today political and economic ground for building common state does exist. But there is a number of serious problem questions which impede the integration process transition to the new qualitative level. It concerns, first of all, incardination about integration model of Union (federation or confederation), lack of common currency regime, absence of common external policy etc. It is evident that the effective progressive development of Belarus - Russia integration in its different branches depends directly on decision of political-legal questions which will correspond to the new demands and realities of modern world.
