Essay

The Phd thesis includes complex analyses of the formation process of self-governance authority in Ukraine under institutional impact of global civil society. It defines the core and content of public character of self-governance authority. A research on establishment and development of self-governance in Europe and North America is done. Historical and political analyses of the genesis of organizational forms and doctrine basis of self-governance authority in Ukraine is done. The new tendencies in institualization of local self-governance which depends on internal and external factors and is connected with impact of global civil society are described in the paper. It is proved that the model of sequence for realization of joint action plan in territorial community should be used as an important instrument for improvement of impact process of global civil society on institualization of local self-governance in Ukraine. The necessity for use international experience and European standards and requirements for sustainable territorial and spatial development in the process of improvement of local democracy in Ukraine is justified. The Phd thesis defines the notions "authority", "authority factor", "global civil society", "local self-governance" which improves the conceptual basis of the theme under research.
