The thesis is devoted to the defining of administrative and legal backgrounds of internal affairs agencies' activity connected with corruption counteraction as well as to making scientific proposals and recommendations for their improving. The essence of corruption like a social phenomenon is found out. It is offered to precise a legislative definition of corruption and corrupt actions. A state and legal mechanism for corruption counteraction is characterized. The system of administrative and legal regulation of internal affairs agencies' activity connected with corruption counteraction is analyzed, internal affairs agencies' tasks, functions and competence in the sphere of corruption counteraction are defined.
