Tsalina D. Order of custom registration of commodities during theirs moving through the custom border of Ukraine

Dissertation work is the first in Ukraine the special monographic research of problem questions of realization one of key custom procedures - custom registration by the official functionary of custom organs of commodities, objects, transport vehicles. A category apparatus used in the active legislation, educational and scientific literature, devoted to the conduct custom registration, is examined. Questions of universalization of custom registration are investigated at the level of national legislation in accordance with the accepted norms and standards of practice of the custom registration. Particular attention is granted to demarcation custom registration and custom control as interconnected but not identical concepts. For the first time proposed to understand allowing administrative production as nonjurisdictional. Grounded thesis in relation to confession of refusal in custom registration by an administrative act, it's legal appreciation allows to renew violate rights of subjects of customs declaration. The author investigates the place of custom registration procedures in the system of custom services and also formulates the conclusion in relation to importance of introduction the system of risk analysis, that take place during custom registration of commodities, moved through the custom border of the state.
