Gobunova O. The legal status of the veterinary police employees for the veterinary quarantine measures

The thesis is a comprehensive scientific study of the legal status of the veterinary police employees for the veterinary quarantine measures. The study found out the role and place of veterinary police units in the system functioning throughout the state institutions. The definition is given to the administrative and legal status of the veterinary police employees, outlined its specific features and characteristics. We have considered the mechanism of the legal status of the veterinary police employees in legal relations. The peculiarities of administrative and legal status of the veterinary police employees are revealed, the analysis of their basic rights and responsibilities is realized and the fundamental guarantees of the legal status of employees of these services are proposed. The basic restrictions and requirements for action of veterinary police during the veterinary quarantine measures are clarified. There is stressed the need to establish liability for violations of these employees of their duties as absolute prerequisites for ensuring the rights and responsibilities of individuals in the implementation of administrative and legal status of the veterinary police employees. It is researched the international experience in fighting the militia of veterinary workers with infectious diseases of animals. There are found problematic aspects regarding the implementation of safeguards to ensure the legal status of employees referred to the department. There are formed the proposals for amendments and additions to existing administrative law and other legal acts of Ukraine on improving regulation of the legal status of the veterinary police employees, the introduction of effective guarantees of its performance during the activity, optimization of forms and methods of governance in this area.
