The thesis is dedicated to the analyses of historical development and research of the cooperation problem between organs of internal affairs and criminal-executive institutions during states of emergency in different historical periods with the formation of specific peculiarities of both. The meaning of states of emergency which may be the ground for state of emergency has been explained and the states of emergency have been classified. The author analyzed the organizational-legal factors in the cooperation of state authorities' bodies that influence the origin of states of emergency.
