Questions concerning the relation budget and budgetary law are considered in detail, the stages of budgetary process are analysed, principles of the budgetary process are examined. Special attention is paid to the general theoretical aspects concerning the order of elaboration of the draftbudget his consideration by the Verhovna Rada of the Ukraine in three readings, approval of the state budget and law of the State budget as well, as making amendments to and alterations to the adopted law concerning the State budget.
