The legal grounds of program regulation of economic activity, which is organizing and directing public legal impact on the economy, setting goals and priorities of its development, and ways of achieving them, the system of measures of the government and local authorities in corresponding programs are analyzed in the thesis. Principles of working out programs of economic and social development of Ukraine are defined. A new approach to classifying types of economic and legal liability and control measures in the field of program regulation is proposed.
