Dissertation is inducted to the motivation of the theoretical and methodological problems of forming and implementation of the management by procedures system. The resolutions of the practical issues concerning the matter are presented. The theoretical and methodological basis of modern carriage of enterprises in scope of management by procedures is inquired. The determination of the categories "business-process" and "management by procedures" is improved. The role of the process approach to management in terms of maintenance of effective activity of an enterprise is explained. The classification of the business-processes under different characteristic features, such as: kinds of the economic activities, categories of the clients, organizational structure hierarchy, functional directions, value criteria, life-cycle stages of the business-process is presented. The thesis about necessity of synthesis of functional-value analysis and value creation chain conception keystones during evolution of modern theory of management by procedures is motivated. The directions of management by procedures system development (especially on the furniture manufacturing enterprises) on the basis of expenditures optimization on the whole ranks of the value creation chain are proved. This shows the opportunity to manage the effectiveness of each business-process in terms of system and general goals.
