Bychkov A. Administrative responsibility for breach of flight safety regulations

The dissertation is dedicated to integrated investigation based on systems approach to administrative responsibility for breach of flight safety regulations. Administrative responsibility history of formation, modern status and development prospects were investigated. Comparative analysis of national legal rules with legal norms of foreign countries as well as with European and International standards was carried out. A conclusion has been made about availability of some serious disadvantages and absence of administrative responsibility stability for breach of flight safety regulations, which witnesses about incompleteness of its formation and necessity for further reformation. Numerous proposals for administrative responsibility improvement have been stated. The dissertation includes author definition of legal notion "flight safety".
