The object of study processes of formation of public relations in Ukraine. The purpose of the dissertation, theoretical basis of the conceptual framework of governance of youth employment in the context of the formation of new state-of social relations in Ukraine, elaboration of recommendations for their practical implementation in today etape.Metody research-scientific and special approaches and techniques: a systematic approach, structural-functional approach sociocultural approach, methods of analysis and synthesis, deduction and induction, comparison, generalization, historical and comparative method, content analysis, method of modeling. Scientific novelty of the results, a model of government youth employment, which is based on the idea of his refocusing on the needs of young people that will ensure a uniform and balanced development of the mutual obligations of the state, society and the young man in the context of the formation of new state-of social relations in Ukraine
