Essay

Object of study. System of providing of radiation safety and security at international and national levels. Aim. Scientific justification of ways of optimization of the normative and methodical supply of work of control organs in the field of radiation safety. Methods. Statistical, medical and sociological, analytical. Theoretical and practical results. The necessity of representation of new conceptual approaches in relation to perfection of the system of radiation safety during the revision of national legislation is scientifically grounded. It is demonstrated that operating norms and radiation control of foodstuffs do not decrease doses of internal irradiation of population. The reasons of radiation accidents are determined for the last 20 years in Ukraine. Priority of development of normative documents in relation to provide regulation authorities in the field of radiation safety are proved scientifically. It was developed recommendations in relation to minimization of cases of loss of regulative control after radioactive sources with the purpose to increase of radiation safety level in Ukraine. The draft of normative document "Main aspects of providing of search of orphan ionizing sources" is developed; it is submitted in State Nuclear Regulatory Committee in order to ratify and for practical using. Novelty. In dissertation reasonability of revision of some normative documents is first scientifically grounded taking into account principles of justification and optimization; new approaches are determined to development systems of radiation safety which have to be represented in a future national legislation; approaches are offered to increasing of radiation safety level in Ukraine.
