Holoviy L. Organizational and legal principles of providing educational services by Higher Educational Institutions of Ukraine

Dissertation is dedicated to the comprehensive study of administrative-legal relations in providing educational services by Higher Educational Institutions of Ukraine. The questions of historical process of formation and development of public higher educational authorities have been researched in this paper. There is also examined the essence and administrative-legal component of educational services. The classification of educational services is clarified. There are classified specific features of educational services and state control over the concession of such services. The administrative-legal status of the subjects rendering educational services is characterized. The procedures of licensing and accreditation in the sphere of higher education are examined as kinds of administrative proceeding. There are substantiated and proposed some ways of improving existing legislation regarding regulation of rendering educational services by Higher Educational Institutions of Ukraine.
