Object of research: process of forming and realization of state and regional industrial policy. Purpose: theoretical ground of directions of perfection of mechanisms of public administration by innovative development of regional industrial clusters, development of recommendations in relation to introduction of cluster form of management in industrial sphere. Methods: analysis and synthesis, structural-functional, comparative, statistical analysis, SWOT- and PEST-analysis. Results: directions of perfection of organizational mechanism of public administration by innovative development of regional industrial clusters are definite, technology of public administration by them is developed. Novelty: suggestions in relation to perfection of legal mechanism of public administration by innovative development of regional industrial clusters are formulated. It is inculcated in activity of Ministry of industrial policy of Ukraine and Kharkiv regional state administration. Areas of use: public administration, regional administration, training and retraining of civil servants.
