Sports abilities are considered in the dissertation research as individually peculiar combinations of personality characteristics, which, while actualizing and developing under conditions of sports activities, determine progress in mastering such activities. Value-motivational regulation of sports abilities development is a conscious based on personal values and motives process of self-development in the process of planning, execution and analyzing of the results of sports activities. Value-motivational regulation of sports abilities development has level-sensitive character. We distinguished social, procedural and subject levels of value-motivational regulation. These levels reflect the dynamics of correlation of values, motivation and regulative processes of sports abilities development. Age-related peculiarities of juvenile age allow considering value-motivational regulation of abilities development as the process determined by intensive development of personality qualities, perceived as abilities for definite types of activities, and by expanded reflexion of discrete skills, actions, operations and referent relations. Besides, value-motivational regulation is connected with the change of social situation of development, notably, entering the institution of higher education can facilitate or prevent developing of sports abilities. Basic regulation components required for sports abilities development are actualized in the situations of self-comparison with one's own achievements and social comparison with generalized or personified ideal. It was experimentally proved that just in these situations the structure of achievement motivation is characterized by completeness and inter- and intrastructural balance, and then becomes the factor of sports abilities development. It is ascertain that sports abilities development at the juvenile age is connected with gradual transition from social and activities factors to personality, subject ones. Existence of socially-oriented, procedural and subject strategic trends, each made of several regulative schemes, is empirically confirmed. It is proved that the sportsmen of lower level of qualification use the regulation schemes connected to social factors (situational, normative-ritual, attributional) more often. Evaluation-prognostic, operational-cognitive and developing regulation schemes (procedural strategic trend) are used by the sportsmen of different levels depending on the situational factors. Subject strategic trend (subject, extrasituational, integration regulation schemes) is used by highly-qualified sportsmen. It is discovered that rated sportsmen are inclined to prolonged use of one and the same regulation scheme, and the sportsmen of higher qualification levels accumulate, combine and selectively use different regulation schemes and even different strategic trends depending on the situation. The program of value support is directed into activation of personality-value components which are determinative in motivation development and consequently in regulation of sports abilities development. Value support was given in the form of social-psychological training, dairies of self-analysis and coaching with the elements of regulations. All forms of work were connected with the development of abilities reflexion, structure of achievement motivation, comprehended use of regulation schemes. The efficiency of the program is proved by reduction of indices of use of regulation schemes based on hierarchically lower (socially oriented and procedural) strategic trends and by increasing of the role of subject strategic trend in sports abilities development. The principal result of introduction of value support program is statistically proved tendency to the transition of young people to the higher levels of value-motivational regulation of sports abilities development.
