Essay

Object - the process of quality management of a postal services. Purpose - definition and a substantiation of theoretical and methodical principles and working out of practical recommendations of improvement of components of the organizational-economic mechanism of quality management of a postal services and, as consequence increase of level of quality management. Research methods: theoretical generalization; empirical research: supervision and comparisons; the analysis and synthesis; economic-mathematical modeling; expert estimations; mathematical and statistical methods; graphic methods. Scientific novelty of the received results: first developed methodical positions of an integrated estimation of quality of a postal services, based on probability of observance of standard levels of tehniko-technological and organizational indicators of quality, with the account of level of post security which can carry out solving influence on quality of the given services; improved intrinsic positions of the organizational-economic mechanism of quality management of a postal services which unlike the existing consider the organizational, is standard-legal, economic and social subsystems providing its functioning; improved model of quality management of a postal services, that unlike existing, considers following criteria: a policy and strategy of the operator in sphere of quality of a postal services, quality of work of workers, resources and partners, satisfaction of requirements of workers, satisfaction of requirements of a society, results of activity of the operator in sphere of quality of a postal services; have received the further development differentiation of specifications of quality of a postal services, that unlike existing, considers services by the priority for the purpose of an economic substantiation formation of tariffs depending on a degree of quality; have received the further development the mechanism of indemnification of losses from granting of universal postal services, that unlike existing, it is realized under condition of importance of losses which cannot be compensated current and future benefits of the operator of a postal services and application of the rational mechanism consists of carrying out of the separate account of expenses, allocation of socially-necessary expenses. The main provisions of dissertational research and the recommendation of the author are considered and accepted to realization in Vinnitsa oblast, Kyiv city, Lvov oblast, Odessa oblast directorates USEP “Ukrposhta”, in the educational process of the Odessa National Academy of Communication named after A.S. Popov.
