Essay

The object – the processes of image transformations in TV systems and video quality evaluation methods. The aim – the study of mechanisms that influence television picture quality, the elaboration of picture quality measurement methods, and the development of a scientific approach to new TV systems development. The methods of investigations – TV qualimetry methods, mathematical statistical analysis methods, scientific organization of experimental studies methods, and methods of mathematical interpretation of scientific experimental results. Theoretical and practical results: for the first time a multilayer model for the television signal chain from camera to viewer has been developed; for the first time a model for defining characteristics of television systems based on a viewing distance has been formulated; for the first time the concept of defining a family of controlled evaluation methodologies is proposed; the double stimulus DSIS evaluation method with use of impairment scale and the DSCQS method based on the use of continuous quality scale are proposed; quantitative interpretation of evaluation with use of quality and impairment categories in relation to the language and non-uniformity of conceptual intervals is formulated; the principle of having a flexible relationship between broadcast transmission channel and contents, as well as use of new wide aspect ratio of 16:9, put in the base of DVB digital TV broadcasting systems development, are formulated and grounded; the three stimulus quality evaluation method TSCES, with use of which experimental studies of HDTV images quality relation with video data reduction rate are carried out for the first time, is developed; the interpretation of concept of “quality space” is proposed. Main provisions and recommendations of author are implemented in development of modern and newest TV systems and in TV images quality evaluation international standardization, they are implemented in basic International Telecommunication Union recommendations.
