Dissertation is dedicated to research the administrative legal frameworks of activity of High Council of Justice. Status, powers, structure, organizational, forms of activity, deeds, which are adopted by High Council of Justice, is explored. New approach is grounded in determination of High Council of Justice, as a constitutional, state, independent collective organ, with the special status and special jurisdiction, which carries out state administration in the field of forming of judge corps. In consequence the author makes suggestion concerning improvement of Constitution of Ukraine, Law of Ukraine On the High Council of Justice, the Rules of Procedures of the High Council of Justice, Code of professional ethics of judges, Law of Ukraine On administrative positions in the organs of department judicial.
