Postupna O. The mechanisms of the public administration of higher education at regional level

Object of research: the public administration of higher education at regional level in Ukraine. Purpose: theoretical basis and practical recommendations in the improvement of the public administration of higher education at regional level have been designed. Methods: of the comparative historical, structural-functional, statistical, content-analysis, modeling and prognostication. Results: has been improved the public administration legal mechanism of higher education and the methodical approach to the higher education administration organization in the horizontal expansion of the connections of internal organizational higher education administration bodies at the regional level; had been precised the meaning of the definition higher education and the public administration of higher education; had been defined the limitations and antagonisms in the development of the higher education domestic system. Novelty: the main statements of the higher education administration conception at the regional level have been developed. Has been introduced in the education and science department of the Sumy regional state administration, the educational institutions Methodological agency of Ministry of Emergency, in the training of the Kharkiv Regional Institute of Public Administration of the National Academy of Public Administration Attached to the Office of the President of Ukraine. Areas of use: the public administration, the regional administration, the training and retraining of public servants.
