Duz O. Information and Сommunication Technologies in National Electoral Processes.

In the thesis electoral information and communication technologies are researched; peculiarities of information and communication technologies application in parliament and presidential elections are revealed. Information and communication technologies are considered as total combination of means using for information changes between candidates and the electorate. The main conditions of electoral information and communication technologies effectiveness are analyzed. Among them: political (party system, electoral system, current political events), organizational (party structures, experience of national and local elections), communicational (mass communication means, interaction level between authorities and socially active members). Priority trends of technological recourses improvement for interactions of electoral participants, trends of development of electoral information and communication technologies are determined.
